Detailed Description

Replaces one lane's authored points under an exact optimistic-value gate.

The lane keeps its identity and its address: this command changes what a stream says, never which stream it is. Re-addressing a lane is a remove and an insert, because the two operations a caller means by it — abandoning one stream and authoring another — carry different authority.
